The Special Committee on Illegal Drugs met this day in Room 160-S, Centre Block, at 9:10 a.m., the Deputy Chair, the Honourable Senator Colin Kenny, presiding.
Members of the committee present: The Honourable Senators Banks, Kenny, Kinsella, Poulin, Prud'homme, P.C., Rossiter and Stollery (7).
In attendance:. From Committees Directorate and Private Legislation: Daniel Charbonneau; from the Library of Parliament: Gérald Lafrenière, Daniel Sansfaçon.
Also present: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Thursday, March 15, 2001, the committee proceeded to study Canada's anti-drug legislation and policies.
WITNESSES:
From the University of Amsterdam:
Professor Peter Cohen.
From the Observatoire français des drogues et des toxicomanies:
Alain Labrousse, chargé de mission.
The Deputy Chair made an opening statement.
Mr. Cohen made a statement and answered questions.
At 10:40 a.m., the committee was suspended.
At 10:58, the committee resumed its hearings.
Mr. Labrousse made a statement and answered questions.
Mr. Cohen was recalled to the table in order to answer a further question.
Mr. Labrousse continued to answer questions.
Mr. Cohen was again recalled to the table in order to answer a further question.
At 12:39, the committee adjourned to 1:34 later this day.
