The Special Committee on Illegal Drugs met this day in Room 160-S, Centre Block, at 9:06 a.m., the Chair, the Honourable Senator Pierre Claude Nolin, presiding.

Members of the committee present: The Honourable Senators Banks, Kenny, Maheu, Nolin, and Rossiter (5).

In attendance: From Committees Directorate and Private Legislation: Daniel Charbonneau; Director of Research, Daniel Sansfaçon; and from the Library of Parliament, Gérald Lafrenière.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 15, 2001, the Committee proceeded to study Canada's anti-drug legislation and policies. (For complete text of Order of Reference see Issue no. 1 of the Proceedings of the Committee.)

WITNESSES:

From the University of Montreal:

Mohamed Ben Amar, Professor of Pharmacology andToxicology.

From the City University of New York Medical School:

John P. Morgan, Professor of Pharmacology.

From Dalhousie University:

Mary Lynch, Director, Canadian Consortium for theInvestigation of Cannabinoids.

From the University of Toronto:

Harold Kalant, Professor Emeritus.

The Chair made an opening statement, noting in particular the fact that this meeting would be the first federal parliamentary committee to be broadcast, using video streaming technology, live over the Internet.

Professor Ben Amar made a statement and answered questions.

At 10:31 a.m. the committee suspended.

At 10:45 a.m. the committee resumed its hearing.

Professor Morgan made a statement and answered questions.

At 12:07 p.m. the committee suspended.

At 12:34 p.m. the committee resumed its hearing.

Ms Lynch made a statement and answered questions.

At 1:54 p.m. the committee suspended.

At 2:03 p.m. the committee resumed its hearings.

Professor Kalant made a statement and answered questions.

Professor Morgan was invited back to the table to answer further questions and to engage in an exchange with professor Kalant.

At 3:29 p.m.the committee adjourned to the call of the Chair.
