The Special Committee on Illegal Drugs met this day in Room 160-S, Centre Block, at 9:05 a.m., the Chair, the Honourable Pierre Claude Nolin, presiding.

Members of the committee present: The Honourable Senators Banks, Kenny and Nolin (3).

Other senator present: The Honourable Senator Prud'homme (1).

In attendance: From Committees Directorate and Private Legislation: Daniel Charbonneau; Director of Research, Daniel Sansfaçon; and from the Library of Parliament: Gérald Lafrenière.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 15, 2001, the committee proceeded to study Canada's anti-drug legislation and policies. (For complete text of Order of Reference see Issue no. 1 of the Proceedings of the Committee.)

WITNESSES:

From the University of Toronto:

Dr. Benedikt Fischer, Professor, Department of Public Health Sciences.

As an individual:

Dr. Perry Kendall, Health Officer.

The Chair made an opening statement.

Dr. Fischer made a statement and answered questions.

At 10:45 a.m., the committee suspended its hearings.

At 10:56 a.m., the committee resumed its hearing.

Dr. Kendall made a statement and answered questions.

At 12:16 p.m., the committee adjourned to the call of the Chair.

At 3:32 p.m., the Chair made a closing statement, the committee adjourned to the call of the Chair.
