The Special Committee on Illegal Drugs met this day in room 160-S, Centre Block, at 9:04 a.m., the Chair, the Honourable Senator Pierre Claude Nolin, presiding.

Members of the committee present: The Honourable Senators Banks, Kenny, Maheu, Nolin (4).

In attendance: From Committees Directorate and Private Legislation: Daniel Sansfaçon; and from the Library of Parlia ment: Gérald Lafrenière and Chantal Collin.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 15, 2001, the committee proceeded to study Canada's anti-drug legislation and policies. (For complete text of Order of Reference see Issue no. 1 of the proceedings of the committee.)

WITNESSES:

From the Royal Canadian Mounted Police:

R.G. Lesser, Chief Superintendent;

Caroline Pelchat, Researcher, Drug Awareness Service; and

Michel Pelletier, Staff Sergeant, National Coordinator, Drug Awareness Service.

From the Canada Customs and Revenue Agency:

Mark Connolly, Director General, Contraband and Intelligence Services Directorate, Customs Branch;

Michael Crichton, Chief, Intelligence and Operations Division, Contraband and Intelligence Services Directorate, Customs Branch; and

Susan Hague, Senior Program Advisor, Contraband Operations Section, Contraband and Intelligence Services Directorate, Customs Branch

The Chair made an opening statement.

Mr. Lesser made a statement and with Mr. Pelletier answered questions.

At 10:38 a.m., the committee suspended its hearings.

At 10:55 a.m., the committee resumed its hearing.

Mr. Connolly made an opening statement and answered questions.

At 12:15 p.m., the committee adjourned to the call of the Chair.

Mr. Ati Dion made a statement and answered questions.

Mr. Oscapella made a statement and answered questions.

At 4:03 p.m. the Chair made a closing statement, the committee adjourned to the call of the Chair.
