The Special Committee on Illegal Drugs met in camera this day in room 160-S, Centre Block, at 3:05 p.m., the Chair, the Honourable Senator Pierre Claude Nolin, presiding.

Members of the committee present: The Honourable Senators Banks, Kenny and Nolin ( 3 ).

In attendance: Director of Research: Daniel Sansfaçon; from the Library of Parliament: Gérald Lafrenière.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 15, 2001, the committee proceeded to study Canada's anti-drug legislation and policies. (See Issue No. 1, March 19, 2001, for the full text of the Order of Reference.)

Agreed that François Dubois and Martine Leroux be permitted to attend the in camera session.

1. Research program, to date, reviewed with the Director of Research.

Agreed to purchase five (5) guiding principle outlines at $5,000.00 each.

Agreed to Léger Marketing proposal conditional on completion by March 31, 2002.

At 3:56 p.m. the committee suspended.

At 4:52 p.m. the committee resumed its hearing.

2. Communications

Agreed that maximum be budgeted at $35,000.00, to be administered by Clerk of the Committee.

Agreed that proposal, as drafted by Newman Communications, be accepted.

3. Program of Hearings

Director of Research reviewed proposed list of witnesses.

Dave Newman, Daniel Sansfaçon, Jean-Guy Desgagné and Clerk of the Committee to meet with Chair to agree on no more than 3 Mondays for hearings with witnesses.

4. Draft Discussion Papers

Discussed in context of Phase 2 of study — consultation of Canadians.

Agreed that vocabulary and grammar be revised for mass audience.

Agreed that paper be revised to reflect consensus direction of the committee.

5. Budget

Agreed to revise the budget under Professional and Other Services as follows:

Communications $41,000.00

Director of Research $70,000.00

Additional Research Expenses $90,000.00

Temporary Help Assistant $ 0.00

Hospitality and Working Lunch $ 9,000.00

Interpretation $ 9,275.00

Reporters $ 6,000.00

TOTAL $225,275.00

6. Other

Quality of briefing notes discussed.

The Special Committee on Illegal Drugs met this day in camera in room 256-S, Centre Block, at 6:17 p.m., the Chair, the Honourable Senator Pierre Claude Nolin, presiding.

Members of the committee present: The Honourable Senators Rossiter, Banks, Kenny and Nolin ( 4 ).

In attendance: Director of Research, Daniel Sansfaçon; from the Library of Parliament, Gérald Lafrenière; on behalf of Newman Communications, David Newman and Jean-Guy Desgagné; from the office of Senator Maheu, Martine Leroux.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 15, 2001, the committee proceeded to study Canada's anti-drug legislation and policies.

The Chair explained developments related to the budget and the resultant effects on the committee's travel plans.

Dave Newman outlined the format of Town Hall consultations and media relations' activities.

Gérald Lafrenière described the format of the briefing notes for each city and invited comments for refinement.

Daniel Sansfaçon briefed the committee on his proposed outline for the committee's report.

The Clerk initiated a discussion on the production time line for the report. It was agreed: That — the committee would have an informal debate in Moncton, June 5; a formal review of recommendations in the first week of July and a final revision of the report August 7.

At 8:02 p.m. the committee adjourned to the call of the Chair.

The Special Committee on Illegal Drugs met this day in the City of Regina, Council Chambers, at 8:30 a.m., the Chair, the Honourable Senator Pierre Claude Nolin, presiding.

Members of the committee present: The Honourable Senators Kenny, Nolin and Wiebe (3).

In attendance: Director of Research, Daniel Sansfaçon; from the Library of Parliament, Gérald Lafrenière; from Committees Directorate and Private Legislation, Keli Hogan and Natalie Lemay-Paquette; and from the office of the Honourable Senator Rossiter, Barbara Wheelock.

Mr. Fitzgerald and Dr. Findlater each made a statement and answered questions.
