The Special Committee on Illegal Drugs met this day in City of Mount Pearl, Council Chambers, at 7:09 p.m., the Chair, the Honourable Senator Pierre Claude Nolin, presiding.

Members of the committee present: The Honourable Senators Banks and Nolin (2).

Other senator present: The Honourable Senator Cochrane (1).

In attendance: Director of Research, Daniel Sansfaçon; from the Library of Parliament, Gérald Lafrenière; from the Committees and Private Legislation Directorate, Mireille Khouri and Natalie Lemay-Paquette; from the office of the Honourable Senator Rossiter, Barbara Wheelock.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 15, 2001, the Committee proceeded to study Canada's anti-drug legislation and policies.

Members of the panel:

From the City of Mount Pearl:

Mr. John Walsh, City Councillor.

From Memorial University of Newfoundland, Department of Psychology:

Dr. William A. McKim, Acting Head.

From the R.C.M.P.:

Sergeant Jim Power.

As an individual:

Mr. Gerald Royce.

The Chair made an opening statement.

Mr. Walsh made a statement.

Sgt. Power and Dr. McKim each made a statement and answered questions.

At 8:19 p.m., the committee suspended.

At 8:34 p.m., the committee resumed its hearing.

The committee proceeded to conduct its hearing in a ``town hall'' format.

Mr. Royce made a presentation.

At 9:00 p.m., the committee adjourned to the call of the Chair.
