The Special Committee on Illegal Drugs met this day in camera at the Holiday Inn Express Hotel and Suites, in Moncton, New Brunswick, at 9:04 a.m., the Chair, the Honourable Senator Pierre Claude Nolin, presiding.

Members of the committee present: The Honourable Senators Banks, Nolin, and Rossiter (3).

In attendance: Director of Research, Daniel Sansfaçon; from the Library of Parliament, Gérald Lafrenière; from the office of the Honourable Senator Rossiter, Barbara Wheelock; and from the Committees and Private Legislation Directorate, Mireille Khouri and Natalie Lemay-Paquette.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 15, 2001, the committee proceeded to study Canada's anti-drug legislation and policies.

The Honourable Senator Banks moved — That the Special Senate Committee on Illegal Drugs permit the electronic recording of its in camera session on June 5th; and — That copies of the recording be available only to members and staff of the committee; and — That all copies be destroyed by the clerk of the committee upon tabling of the final report.

The question being put on motion, — it was agreed.

The Chair made an opening statement.

The committee reviewed a news report, from Global TV, on the American response to the committee's discussion paper.

Daniel Sansfaçon presented an outline of the committee's report and possible recommendations.

At 10:28 a.m., the committee suspended.

At 10:44 a.m., the committee resumed its hearing.

Daniel Sansfaçon continued his presentation.

Gérald Lafrenière made a presentation on a section of the report.

At 12:35 p.m. the committee adjourned to the call of the Chair.

The Special Committee on Illegal Drugs met this day in the City of Moncton, City Hall, at 2:00 p.m., the Chair, the Honourable Senator Pierre Claude Nolin, presiding.

Members of the committee present: The Honourable Senators Banks, Nolin and Rossiter (3).

In attendance: Director of Research, Daniel Sansfaçon; from the Library of Parliament, Gérald Lafrenière; from Committees Directorate and Private Legislation, Mireille Khouri and Natalie Lemay-Paquette; and from the office of the Honourable Senator Rossiter, Barbara Wheelock.

Also present: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 15, 2001, the committee proceeded to study Canada's anti-drug legislation and policies.

The Chair made an opening statement.

Mr. Maillet and Ms Cloutier-Vautour, each made a statement and answered questions.

Ms Best, with Mr. Breau, made a statement and answered questions.

At 3:12 p.m., the committee suspended.

At 3:29 p.m., the committee resumed its hearing.

Sergeant MacEachern made a statement and answered questions.

At 3:55 p.m., the committee suspended.

At 4:10 p.m., the committee resumed its hearing.

Mr. Patriquen made a presentation and answered questions with Mrs. Stephen Patriquen.

At 4:42 p.m., the committee adjourned to the call of the Chair.

Messrs Hunter and Gallant, Ms Stephen Patriquen, Messrs Wermelinger, Trenholm and Weinberg, Ms Cloutier- Vautour, and Messrs MacLean and Sabourin, in turn, each made a presentation.

Messrs. Frenette, Noddin, Breau and Patriquen made closing remarks.

At 9:03 p.m., the committee adjourned to the call of the Chair.
