The Special Committee on Illegal Drugs met this day in room 203 of Windsor City Hall, at 7:00 p.m., the Chair, the Honourable Senator Pierre Claude Nolin, presiding.

Members of the committee present: The Honourable Senators Kenny and Nolin (2).

In attendance: From the Library of Parliament, Gérald Lafrenière; from the Committees and Private Legislation Directorate, Mireille Khouri and Natalie Lemay-Paquette; and from the office of the Honourable Senator Rossiter, Barbara Wheelock.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 15, 2001, the committee proceeded to study Canada's anti-drug legislation and policies.

Members of the panel:

From REAL Women of Canada:

Ms C. Gwendolyn Landolt, National Vice-President.

From the Marijuana Compassion Club of Windsor:

Mr. Fred Pritchard, Founder and Operator.

From the Ontario Public Interest Research Group:

Ms Selene Tracy Tyndale, Volunteer.

Mr. Mike Moldovan;

Dr. Tony Hammer;

Mr. Greg Schweitzer;

The Chair made an opening statement.

Ms Landolt, Mr. Pritchard and Ms Tyndale, each made a statement and answered questions.

At 8:04 p.m. the committee suspended.

At 8:20 p.m. the committee resumed its hearing.

The committee proceeded to conduct its hearing in a ``town hall'' format.

Messrs. Moldovan, Hammer, Randall, Earl, Schweitzer, Enns and Spring, Ms Mortensen and Mr. Qworden, in turn, each made a presentation.

Ms Landolt, Mr. Pritchard and Ms Tyndale, each made a closing statement.

The Chair made closing remarks.

At 9:21 p.m. the committee adjourned to the call of the Chair.

Staff Sergeant Dowhayko made a statement and answered questions.

At 8:55 a.m. the committee suspended.

At 9:15 a.m. the committee resumed its hearing.

Ms Simpson made a statement and answered questions.

Sergeant Taverner, Inspector Roberts and Staff Sergeant Woods, in turn, made a statement and answered questions.

At 10:32 a.m. the committee suspended.

At 10:45 a.m. the committee resumed its hearing.

Dr. Garfinkel made a statement and answered questions with Dr. Smith.

Mr. Cormier made a statement and answered questions.

Mr. Elliott made a statement and answered questions.

At 12:00 p.m. the committee adjourned to the call of the Chair.
