The Standing Senate Committee on Foreign Affairs and International Trade
has the honour to present its
FIFTH REPORT
Your committee, which was authorized by the Senate on Tuesday, March 16, 2010 and Thursday, June 3, 2010, to examine and report on the rise of China, India and Russia in the global economy and the implications for Canadian policy, respectfully requests supplementary funds for the fiscal year ending on March 31, 2011 and requests, for the purpose of such study, that it be empowered:
a) to engage the services of such counsel, technical, clerical and other personnel as may be necessary; and
b) to travel outside Canada.
The original budget application submitted to the Standing Committee on Internal Economy, Budgets and Administration and the report thereon of that committee were printed in the Journals of the Senate on May 6, 2010. On May 13, 2010, the Senate approved the release of $2,000 to the committee.

Chapter 3:06, to section 2(1)(c) of the Senate Administrative Rules,
the supplementary budget submitted to the Standing Committee on Internal
Economy, Budgets and Administration and the report thereon of that committee
are appended to this report.

APPLICATION FOR SUPPLEMENTARY BUDGET AUTHORIZATION FOR THE FISCAL YEAR ENDING MARCH 31, 2011

“The Honourable Senator Andreychuk moved, seconded by the Honourable Senator Wallin:
That the Standing Senate Committee on Foreign Affairs and International Trade be authorized to examine and report on the rise of Russia, India and China in the global economy and the implications for Canadian policy;
That the papers and evidence received and taken and the work accomplished by the committee on this subject during the Second Session of the Thirty-ninth Parliament and during the Second Session of the Fortieth Parliament be referred to the committee; and
That the committee presents its final report no later than June 30, 2010 and retain all powers necessary to publicize its findings until December 31, 2010.

That notwithstanding the Order of the Senate adopted on Tuesday, March 16, 2010, the date for the presentation of the final report by the Standing Senate Committee on Foreign Affairs and International Trade on the rise of Russia, India and China in the global economy and the implications for Canadian policy be extended from June 30, 2010 to December 31, 2010 and that the committee retain all powers necessary to publicize its findings until March 31, 2011.
The question being put on the motion, it was adopted.”

The Standing Committee on Internal Economy, Budgets and Administration has examined the budget presented to it by the Standing Senate Committee on Foreign Affairs and International Trade for the proposed expenditures of the said Committee for the fiscal year ending March 31, 2011 for the purpose of its special study on Russia, China and India, as authorized by the Senate on Tuesday, March 16, 2010.
