The Standing Senate Committee on Human Rights

has the honour to present its

EIGHTH REPORT

Your committee, which was authorized by the Senate on Wednesday, November 30, 2011, to examine and report on the issue of cyberbullying in Canada with regard to Canada's international human rights obligations under Article 19 of the United Nations Convention on the Rights of the Child, requests funds for the fiscal year ending March 31, 2013, and requests, for the purpose of such study, that it be empowered to engage the services of such counsel, technical, clerical and other personnel as may be necessary.

Pursuant to Chapter 3:06, section 2(1)(c) of the Senate Administrative Rules, the budget submitted to the Standing Committee on Internal Economy, Budgets and Administration and the report thereon of that committee are appended to this report.

SPECIAL STUDY TO EXAMINE CYBERBULLYING IN CANADA

APPLICATION FOR BUDGET AUTHORIZATION
FOR THE FISCAL YEAR ENDING MARCH 31, 2013

 

Extract of the Journals of the Senate, Wednesday, November 30, 2011:

The Honourable Senator Jaffer moved, seconded by the Honourable Senator Munson:

That the Standing Senate Committee on Human Rights be authorized to examine and report upon the issue of cyberbullying in Canada with regard to Canada's international human rights obligations under Article 19 of the United Nations Convention on the Rights of the Child;

That, notwithstanding Rule 92, the Standing Senate Committee on Human Rights be empowered to hold occasional meetings in camera for the purpose of hearing witnesses and gathering sensitive evidence; and

That the committee submit its final report to the Senate no later than October 31, 2012, and that the committee retain all powers necessary to publicize its findings for 180 days after the tabling of the final report.

The question being put on the motion, it was adopted

APPENDIX (B) TO THE REPORT 

THURSDAY, October 18, 2012

The Standing Committee on Internal Economy, Budgets and Administration has examined the budget presented to it by the Standing Senate Committee on Human Rights for the proposed expenditures of the said Committee for the fiscal year ending March 31, 2013 for the purpose of its special study to examine cyberbullying in Canada, as authorized by the Senate on Wednesday, November 30, 2011. The said budget is as follows:  

Professional and Other Services $ 18,000
Transportation and Communications $ 0
All Other Expenditures $ 2,000
Total $ 20,000
