The Standing Senate Committee on Transport and Communications has the honour to table its

SEVENTH REPORT

Your committee, which was authorized to examine the subject matter of Divisions 5, 12 and 20 of Part 4 of Bill C-45, a second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures, has, in obedience to the order of reference of Tuesday, October 30, 2012, examined the said subject matter and now reports as follows:

In accordance with the motion moved by the Honourable Senator Carignan and adopted by the Senate on 30 October 2012, your committee was tasked with examining the elements contained in Divisions 5, 12 and 20 of Part 4 of Bill C-45 (A second Act to implement certain provisions of the budget tabled in Parliament on 29 March 2012 and other measures), introduced in the House of Commons on 18 October 2012, prior to its introduction in the Senate. Your committee has completed its study and now reports as follows:

The Committee heard ten witnesses and received two submissions between October 31 and November 28, 2012. Based on the evidence and submissions heard:
