The Standing Senate Committee on National Security and Defence has the honour to present its

SECOND REPORT


Your committee, which was authorized by the Senate on Thursday, December 12, 2013 to examine and report on the status of Canada's international security and defence relations, including but not limited to, relations with the United States, NATO, and NORAD, respectfully request funds for the fiscal year ending March 31, 2014 and requests, for the purpose of such study, that it be empowered:

a) to engage the services of such counsel, technical, clerical and other personnel as may be necessary; and

b) to travel outside Canada.

Pursuant to Chapter 3:06, section 2(1)(c) of the Senate Administrative Rules, the budget submitted to the Standing Committee on Internal Economy, Budgets and Administration and the report thereon of that committee are appended to this report.

Extract from the Journals of the Senate of Thursday, December 12, 2013:

The Honourable Senator Lang moved, seconded by the Honourable Senator Housakos:

That the Senate Standing Committee on National Security and Defence be authorized to examine and report on the status of Canada's international security and defence relations, including but not limited to, relations with the United States, NATO, and NORAD; and

That the Committee report to the Senate no later than December 31, 2014, and that it retain all powers necessary to publicize its findings until 90 days after the tabling of the final report.

The Standing Committee on Internal Economy, Budgets and Administration has examined the budget presented to it by the Standing Senate Committee on National Security and Defence for the proposed expenditures of the said Committee for the fiscal year ending March 31, 2014, for the purpose of its special study on the status of Canada’s International Security and Defence relations, as authorized by the Senate on Thursday, December 12, 2013. The said budget is as follows:
