The Standing Senate Committee on Transport and Communications has the honour to table its

FOURTH REPORT


Your committee, which was authorized by the Senate on Monday, December 9, 2013, to hear from representatives from BCE Inc. (Bell Canada) and the Privacy Commissioner of Canada regarding the practice of collecting and analyzing data from Bell Canada customers for commercial purposes including targeted advertising, now tables its final report.

Your committee had identified concerns about privacy issues linked to Bell Canada's Relevant Advertising Program (RAP). The Committee held two meetings and heard from the following individuals:

From the Office of the Privacy Commissioner of Canada:

  • Chantal Bernier, Interim Privacy Commissioner of Canada;
  • Regan Morris, Legal Counsel, Legal Services, Policy and Research Branch.

From Bell Canada:

  • Mirko Bibic, Executive Vice-President and Chief Legal and Regulatory Officer;
  • William Abbott, Senior Counsel and Bell Privacy Ombudsman;
  • Philippe Gauvin, Senior Counsel.

After hearing from the Privacy Commissioner of Canada and representatives from Bell Canada, your committee is satisfied that Bell’s Relevant Advertising Program does not reveal the identity of its subscribers to other parties. The committee, therefore, has completed its review and hereby concluded its study into this matter.
