The Standing Senate Committee on Banking, Trade and Commerce met this day, in camera, at 11:10 a.m. in Room 505, Victoria Building, the Chairman, the Honourable Michael Kirby, presiding.

Members of the Committee present: The Honourable Senators Hervieux-Payette, P.C., Kelleher, P.C., Kenny, Kirby, Simard and Stewart. (6)

In attendance: From the Research Branch of the Library of Parliament, Mr. Gerald Goldstein, Director, Economics Division and Ms Margaret Smith, Research Officer, Law and Government.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 21, 1996, the Committee resumed its examination into the state of the financial system in Canada.

The committee reviewed draft sections of a report on corporate governance.

At 12:15 p.m. the committee adjourned to the call of the Chair.

Mr. Allan J. Cocksedge, Assistant Deputy Minister, Customs Border Services Branch; and

Mr. William J. Crandall, Assistant Deputy Minister, Finance and Administration Branch.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 21, 1996, the Committee resumed its examination into the state of the financial system in Canada and more specifically its follow-up to Bill C-2 of the previous session, An Act to amend the Department of National Revenue Act.

Mr. Legacy made an opening statement and along with Messrs Kosakowski and Mercer answered questions.

It was moved, -- THAT the document entitled Revenue Canada's Administrative Consolidation - 1996 Update presented by Customs Excise Union be printed as an appendix to this day's Minutes of Proceedings (see Appendix 5900/B1-SS-1.4"1" ).

The Minister then made an opening statement and along with Messrs Gravelle and Cocksedge answered questions.

At 1:05 p.m., the committee adjourned to the call of the Chair.
