The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 505, Victoria Building, at 8:37 a.m., the Chair, the Honourable Senator Sharon Carstairs, presiding.

Members of the Committee present: The Honourable Senators Bryden, Carstairs, Doyle, Jessiman, Lewis, Losier-Cool, Milne, Nolin and Pearson (9).

Other Senator in attendance: The Honourable Senator Gigantès.

In attendance: Jane Allain, Research Officer, Research Branch of the Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 21, 1996, the Committee continued its consideration of Bill C-8, An Act respecting the control of certain drugs, their precursors and other substances and to amend certain other Acts and repeal the Narcotic Control Act in consequence thereof. (See Issue No. 2, Wednesday, March 27, 1996, for full text of Order of Reference.)

The Chair made an opening statement.

Mr. Geoff Kime made a presentation.

Mr. Roddy Heading made a statement.

Mr. Larry DuPrey made a statement and, together with Messrs. Kime and Heading, answered questions.

At 9:45 a.m., the sitting was suspended.

At 9:55 a.m., the sitting was resumed.

Mr. Marc Emery made an opening statement.

Messrs. Robert Hamon, Andy Rapoch and Nicholas Bureau each made a statement.

Mr. Dana Larsen made a statement.

The witnesses answered questions.

At 11:35 a.m., Mr. Ralf Jürgens made a statement and, together with Mr. Armstrong, answered questions.
