The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 256-S, Centre Block, at 10:32 a.m., the Chair, the Honourable Senator Sharon Carstairs, presiding.

Members of the Committee present: The Honourable Senators Bryden, Carstairs, Doyle, Gigantès, Jessiman, Kinsella, Lewis, Losier-Cool, Milne, Nolin and Pearson (11).

Other Senator present: The Honourable Senator Corbin. (1)

In attendance: Jane Allain, Research Officer, Research Branch of the Library of Parliament.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Canadian Foundation for Drug Policy:

Glenn A. Gilmour, Barrister and Solicitor.

From the Department of Health:

Bruce Rowsell, Director, Bureau of Drug Surveillance.

From the Department of Justice:

Paul Saint-Denis, Senior Counsel;

Gérard Normand, Counsel.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 21, 1996, the Committee continued its consideration of Bill C-8, An Act respecting the control of certain drugs, their precursors and other substances and to amend certain other Acts and repeal the Narcotic Control Act in consequence thereof. (See Issue No. 2, Wednesday, March 27, 1996, for full text of Order of Reference.)

The Chair made an opening statement.

Mr. Glenn A. Gilmour made a statement and answered questions.

At 11:54 a.m., the sitting was suspended.

At 12:00 p.m., the sitting was resumed.

Mr. Bruce Rowsell made a statement and, together with Mr. Saint-Denis and Mr. Normand, answered questions.

At 1:13 p.m., the Honourable Senator Nolin took the Chair.

The witnesses continued to answer questions.

At 1:22 p.m., the Honourable Senator Carstairs returned to the Chair.

It was agreed - THAT Senator Gigantès replace Senator Lewis as member of the Steering Committee for today's meeting.

At 1:35 p.m., the Committee adjourned to the call of the Chair.
