The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 256-S, Centre Block, at 10:32 a.m., the Chair, the Honourable Senator Sharon Carstairs, presiding.
Members of the Committee present: The Honourable Senators Beaudoin, Bryden, Carstairs, Doyle, Gigantès, Lewis, Losier-Cool, Milne and Pearson (9).
In attendance: Mary Hurley and Kristen Douglas, Research Officers, Research Branch of the Library of Parliament.
Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, April 23, 1996, the Committee commenced its consideration of Bill C-9, An Act respecting the Law Commission of Canada.
The Chair made an opening statement.
Mr. David Paget made a statement.
It was moved by the Honourable Senator Lewis -- THAT Bill C-9 be reported without amendments.
The question being put on the motion, it was agreed.
Pursuant to the Order of Reference adopted by the Senate on Tuesday, April 30, 1996, the Committee commenced its consideration of Bill C-13, An Act to provide for the establishment and operation of a program to enable certain persons to receive protection in relation to certain inquiries, investigations or prosecutions.
Ms. Banulescu made a statement and, together with Cpl. Jeff Warren and Mr. Warren Black, answered questions.
It was agreed, -- THAT the witnesses provide further information on the use of the terms "witness," "protectee," and "person" in Bill C-13 and on the composition of the Public Complaints Commission.
It was moved by the Honourable Senator Milne, -- THAT Bill C-13 be reported to the Senate without amendments.
After debate, it was agreed that the question not be put at this time and that the Committee reflect on the testimony before making a decision on Bill C-13.
At 12:15 p.m., the Committee adjourned to the call of the Chair.
