The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 256-S, Centre Block at 4:05 p.m., the Chair, the Honourable Senator Sharon Carstairs, presiding.

Members of the Committee present: The Honourable Senators Beaudoin, Bryden, Carstairs, Doyle, Gigantès, Jessiman, Lewis, Losier-Cool, Milne, Nolin and Pearson (11).

In attendance: Jane Allain, Research Officer, Research Branch of the Library of Parliament.

Also in attendance: The official reporters of the Senate.

Bruce Rowsell, Director, Bureau of Drug Surveillance.

From Department of Justice:

Paul Saint-Denis, Senior Counsel;

Gérard Normand, Counsel;

François La Fontaine, General Counsel, Legislation Section.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 21, 1996, the Committee continued its consideration of Bill C-8, An Act respecting the control of certain drugs, their precursors and other substances and to amend certain other Acts and repeal the Narcotic Control Act in consequence thereof. (See Issue No. 2, Wednesday, March 27, 1996, for full text of Order of Reference.)

The Chair made an opening statement.

Mr. Rowsell made a statement and, together with Mr. Saint-Denis, Mr. Normand and Mr. La Fontaine, answered questions.

At 5:35 p.m., the sitting was suspended.

At 6:04 p.m., the sitting was resumed.

Mr. Rowsell, Mr. Normand and Mr. Saint-Denis answered further questions.

It was agreed that, if a room is available, the Committee meet on Tuesday, June 4, 1996, on Bill C-243, and also on Bill C-28, if the order of reference is received.

It was agreed that the Committee meet on Thursday, June 6, 1996 to proceed to clause-by-clause consideration of Bill C-8.

At 6:50 p.m., the committee adjourned to the call of the Chair.
