The Standing Senate Committee on Legal and Constitutional Affairs, met this day in Room 256-S, Centre Block at 10:30 a.m., the Chair, the Honourable Senator Sharon Carstairs, presiding.

Members of the committee present: The Honourable Senators Beaudoin, Carstairs, Cogger, Doody, Gigantès, Jessiman, Lewis, Milne, Pearson, Petten and Rompkey (11).

Other senator present: The Honourable Senator Roberge (1).

In attendance: Mollie Dunsmuir, Research Officer, Research Branch of the Library of Parliament; Laura Snowball, Research Officer, Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday, June 13, 1996, the Committee continued its consideration of the resolution to amend the Constitution of Canada, Term 17 of the Terms of Union of Newfoundland with Canada. (For the complete text of the order of reference, see Issue No. 19, Tuesday, June 18, 1996.)

The Chair made a statement.

The Honourable Allan Rock made a opening statement and answered questions.

At 11:28 a.m., the committee adjourned to the call of the Chair.
