The Standing Senate Committee on Legal and Constitutional Affairs, met this day, in Room 256-S, Centre Block at 10:32 a.m., the Chair, the Honourable Senator Sharon Carstairs, presiding.
Members of the committee present: The Honourable Senators Beaudoin, Carstairs, Corbin, Doyle, Gigantès, Jessiman, Lewis, Milne, Moore, Nolin, Pearson, Petten and Stanbury (13).
Other senator present: The Honourable Senator Roberge.
In attendance: Marilyn Pilon and Gérald Lafrenière, Research Officers, Research Branch of the Library of Parliament.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, April 22, 1997, the Committee continued its consideration of Bill C-46, An Act to amend the Criminal Code (production of records in sexual offence proceedings). (For full text of order of reference, please refer to Issue No. 62, Wednesday, April 23, 1997).
The Chair made an opening statement.
It was moved by the Honourable Senator Lewis -- THAT Bill C-46 be reported to the Senate without amendment.
After debate, The question being put on the motion, it was agreed, on division.
Pursuant to the Order of Reference adopted by the Senate on Wednesday, April 23, 1997, the committee commenced its consideration of Bill C-95, an Act to amend the Criminal Code (criminal organizations) and to amend other Acts in consequence.
Mr. Yvan Roy made a statement and, together with Fred Bobiasz, answered questions.
Mr. Alan Borovoy made a statement and answered questions.
At 12:21 p.m., the committee suspended.
At 12:29 p.m., the committee resumed.
Professor Patrick Healy made a statement and answered questions.
It was moved by the Honourable Senator Lewis -- THAT Bill C-95 be reported to the Senate without amendment, but with a recommendation regarding the federal government's participation in a foundation established at Osgoode Hall Law School for the study of organized crime.
The question being put on the motion, it was agreed.
It was agreed -- THAT the final text of the report be approved by the Steering Committee.
At 1:01 p.m., the committee adjourned to the call of the Chair.
