The Standing Senate Committee on Social Affairs, Science and Technology met at 4:30 p.m., this day, the Chair, the Honourable Senator Mabel DeWare, presiding.

Members of the Committee present: The Honourable Senators Bosa, Cohen, Cools, DeWare, Gigantès, Losier-Cool, Murray, Petten, Phillips and Rompkey. (10)

In attendance: From the Research Branch of the Library of Parliament: Kevin Kerr, Research Officer.

Also in attendance: The official reporters of the Senate.

APPEARING:

The Honourable Douglas Young, P.C., M.P., Minister of Human Resources Development.

Jean-Jacques Noreau, Deputy Minister.

From the Canadian Executive Board of the Building and Construction Trades Department:

Guy Dumoulin, Executive Secretary;

Joe Maloney, Assistant to the Executive Secretary.

Bob Chernecki, Assistant to the Vice-President;

Nick La Posta, Chairman, UI Committee;

Laurell Ritchie, Staff Liaison, UI Committee.

From the Canadian Policy Research Networks:

Judith Maxwell, President.

Robert Baldwin, Director, Social and Economic Policy.

Pursuant to the Order of Reference adopted by the Senate on Thursday, May 30, 1996, the Committee began consideration of Bill C-12, An Act respecting employment insurance in Canada.

The Minister of Human Resources Development made an opening statement and, with Mr. Noreau, answered questions.

At 5:55 p.m., the meeting was suspended.

At 6:15 p.m., the meeting resumed.

Messrs Dumoulin and Maloney made opening statements and answered questions.

Messrs Chernecki, La Posta and Ms. Ritchie made opening statements and answered questions.

Ms Maxwell made an opening statement and answered questions.

The document from the Canadian Policy Research Networks (CPRN) entitled "Exploring Canadian Values - A Synthesis Report" by Suzanne Peters and a Newsletter from CPRN were retained by the Committee as Exhibits 5900/S2-C-12-8.4 "1" and 5900/S2-C-12-8.4 "2".

Mr. White made an opening statement and, with Ms Riche and Mr. Baldwin, answered questions.

The document from the Canadian Labour Congress entitled "Fact Book - An Analysis of Bill C-12, the New Employment Insurance Act" was retained by the Committee as Exhibit 5900/S2-C-12-8.4 "3".

At 9:32 p.m., the Committee adjourned to the call of the Chair.
