The Standing Senate Committee on Social Affairs, Science and Technology met at 12:15 p.m., this day, the Chair, the Honourable Senator Mabel DeWare, presiding.

Members of the Committee present: The Honourable Senators Anderson, Bonnell, Bosa, Cohen, DeWare, Haidasz, Landry, Lavoie-Roux, Losier-Cool, Phillips and Rompkey (11).

In attendance: From the Research Branch of the Library of Parliament: Grant Purves and Kevin Kerr, Research Officers.

Also in attendance: The official reporters of the Senate.

WITNESSES:

From the Department of Human Resources Development:

Karen Jackson, Director General, Labour Market Policy;

David McDonald, Director, Federal-Provincial Negotiations;

Norine Smith, Executive Director;

Gordon McFee, A/Director General, Insurance Policy;

Mark Foley, Senior Policy Analyst.

Pursuant to the Order of Reference adopted by the Senate on Thursday, May 30, 1996, the Committee resumed consideration of Bill C-12, An Act respecting employment insurance in Canada. (See Proceedings of the Committee dated June 3, 1996, Issue No. 4.)

Officials of the Department of Human Resources Development answered questions.

The Honourable Senator Phillips moved that the Committee recommend in its report on Bill C-12 that the Government amend subsection 153(3) to include both Houses of Parliament.

The question being put on the motion, it was adopted.

The Honourable Senator Rompkey moved that a recommendation be included in the report that the impact of Bill C-12 on certain professionals of special circumstances, e.g. artists, be monitored.

The question being put on the motion, it was adopted.

The Chair called clauses 2 through 190. Clauses 2 through 190 inclusive carried severally.

Schedules I and II carried.

The title and clause 1 carried.

It was ordered, on division, that the Chair report Bill C-12 without amendment but with a statement containing the observations and recommendations as discussed.

It was moved that the Subcommittee on Agenda and Procedure be authorized to finalize the statement and that it then be circulated to all members.

It was moved by the Honourable Senator Rompkey that Professor Alice Nakamura's brief be appended to the Minutes of Proceedings of the previous meeting, Tuesday, June 11, 1996, 6:25 p.m., meeting No. 14, (See Appendix 5900 S2-C-12, 8 "2").

The question being put on the motion, it was adopted, on division.

At 1:47 p.m., the committee adjourned to the call of the Chair.
