The Standing Senate Committee on Social Affairs, Science and Technology met at 10:30 a.m. this day, the Chairman, the Honourable Senator Mabel M. DeWare, presiding.

Members of the Committee present: The Honourable Senators Bonnell, Bosa, Cohen, DeWare, Landry, Lavoie-Roux, Losier-Cool and Rompkey (8).

Also present, but not members of the Committee: The Honourable Senators Beaudoin and Oliver (2)

In attendance: From the Research Branch of the Library of Parliament: Claude Emery, Research Officer.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, June 19, 1996, the Committee began its consideration of the inquiry on the serious state of post-secondary education in Canada.

Following discussion of the merits of creating a subcommittee to examine post-secondary education in Canada. it was moved by the Honourable Senator Bosa that, pursuant to Rule 96(4), a subcommittee be appointed to examine the Order of Reference on post-secondary education given by the Senate to the Standing Committee on Social Affairs, Science and Technology on June 19, 1996; and that the subcommittee consist of seven (7) members.

The question being put on the motion, it was agreed.

It was thought that the subcommittee membership should reflect the regions of the country: the Atlantic; Quebec; Ontario; the Prairies, including the Northern Territories; British Columbia and the Yukon; have a member representing the Aboriginal community with the seventh member the Chair of the subcommittee.

It was moved by the Honourable Senator Bonnell that, on an interim basis, the following members of the Committee serve as subcommittee members: The Honourable Senators Losier-Cool, Bosa, DeWare, Lavoie-Roux and Bonnell.

The question being put on the motion, it was agreed.

The Honourable Senator Lavoie-Roux encouraged the Committee to consider carefully the mandate and, prior to issuing invitations to witnesses or contacting the press, that it frame clearly the principles under which the subcommittee will act.

The Committee agreed that the subcommittee meet for the purpose of organization following the adjournment.

At 11:10 a.m., the Committee adjourned to the call of the Chair.

The Standing Senate Committee on Social Affairs, Science and Technology met at 11:00 a.m. this day, the Chairman, the Honourable Senator Mabel M. DeWare, presiding.

Members of the Committee present: The Honourable Senators Bonnell, Bosa, Cohen, DeWare, Lavoie-Roux, Perrault and Phillips (7).

Other senator present: The Honourable Senator Kinsella (1)

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, June 19, 1996, the Committee considered the draft budget of the Subcommittee on Post-Secondary Education, adopted by the Subcommittee on September 11, 1996, as follows:

Professional and Special Services $ 49,537

Transportation and Communications 122,906

All Other Expenditures 7,200

TOTAL $179,643

It was moved by the Honourable Senator Kinsella that the $10,000 provided under "Professional and Other Services" for an expert advisor be eliminated from the budget.

The question being put on the motion, it was agreed.

The matter of travel was discussed, and it was noted that the travel budget could be presented at a later time once the destinations had been strategically chosen.

The Honourable Senator Bonnell moved that the budget be adopted now as tabled by the Subcommittee.

The question being put on the motion, it was defeated.

The Honourable Senator Kinsella moved that only the following budgetary items be approved for presentation to the Standing Committee on Internal Economy, Budgets and Administration: communications, meals, hospitality, witness and courier expenses; and that other items be submitted in a supplementary budget, with the effect of amending the budget as follows:

Professional and Special Services $ 7,300

Transportation and Communications 40,600

All Other Expenditures 0

TOTAL $ 47,900

The question being put on the motion, it was, by a show of hands, agreed: 5 yeas, 2 nays.

The Honourable Senator Lavoie-Roux moved that the Honourable Senators Andreychuk and Perrault be appointed to the Subcommittee on Post-Secondary Education.

At 11:42 a.m., the Committee adjourned to the call of the Chair.
