The Standing Senate Committee on Social Affairs, Science and Technology met this day, in Room 256-S, Centre Block, at 9:30 a.m., the Chair, Honourable Mabel M. DeWare, presiding.

Members of the committee present: The Honourable Senators Bonnell, Bosa, DeWare, Doyle and Forest (5).

In attendance: From the Research Branch of the Library of Parliament, Grant Purves and Kate Dunkley, Research Officers.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 21, 1996, the committee resumed its consideration of Bill S-5, An Act to restrict the manufacture, sale, importation and labelling of tobacco products (for complete text of Order of Reference see Proceedings of the Committee dated October 1, 1996, Issue No. 11).

The Honourable Senator Haidasz's eight proposed amendments to Bill S-5 were distributed to the members.

The Honourable Senator Bosa moved that a letter from Raymond L. Du Plessis, Q.C., former Senate Law Clerk and Parliamentary Counsel, be tabled for consideration at a future meeting.

The question being put on the motion, it was agreed.

At 9:45 a.m., the committee adjourned to the call of the Chair.

Members of the committee present: The Honourable Senators Bosa, DeWare, Cools, Forest, Losier-Cool and Haidasz (6).

Other senator present: The Honourable Senator Doyle.

WITNESSES:

Dennis Nolan, Director of Education;

Elder Marques, Student Representative to the Board of Trustees;

Julian Ovens, Chairperson, Joint Student Council;

Jennifer Hopkins, Vice-Chairperson, Joint Student Council.

Pursuant to the Order of Reference adopted by the Senate on Thursday, March 21, 1996, the Committee resumed its consideration of Bill S-5, An Act to restrict the manufacture, sale, importation and labelling of tobacco products (for complete text of Order of Reference see Proceedings of the Committee dated October 1, 1996, Issue No. 11).

Dennis Nolan, Julian Ovens, Jennifer Hopkins and Elder Marques made opening statements and answered questions.

The Chairman advised the committee of proposed witnesses for the meeting to be held on April 8th.

At 11:35 a.m., the committee adjourned to the call of the Chair.
