The Standing Senate Committee on Transport and Communications met at 4:32 p.m. this day, the Chair, the Honourable Senator Lise Bacon, presiding.

Members of the Committee present: The Honourable Senators Adams, Atkins, Bacon, Davey, Forrestall, Johnson, Losier-Cool, Milne, Petten, Poulin, Roberge and Spivak. (12)

Other Senators present: The Honourable Senators Carney, Cohen, Hébert and Kinsella.

In attendance: John Christopher, David Johansen and Daniel J. Shaw, Research Officers, Research Branch, Library of Parliament; Martin Brennan, Consultant, Parliamentary Centre; Michel Patrice, Legislative Clerk, Committees and Private Legislation Directorate.

Also in attendance: The official reporters of the Senate.

The Committee resumed consideration of Bill C-14, An Act to continue the National Transportation Agency as the Canadian Transportation Agency, to consolidate and revise the National Transportation Act, 1987 and the Railway Act and to amend or repeal other Acts as a consequence.

The witnesses from CP Rail System made a statement and answered questions.

It was agreed, -- That the presentation by CP Rail System be filed with the Clerk of the Committee as Exhibit 5900 T1 - 2.35 / C-14, 3 "13".

The witnesses from the Government of Saskatchewan made a statement and answered questions.

It was agreed, -- That the submission by the Honourable Glen Findlay, Manitoba Minister of Highways and Transportation, the Honourable Andy Renaud, Saskatchewan Minister of Highways and Transportation and the Honourable Stephen C. West, Alberta Minister of Transportation and Utilities be filed with the Clerk of the Committee as Exhibit 5900 T1 - 2.35 / C-14, 3 "14".

The Honourable David Anderson and the witnesses from the Department of Transport made a statement and answered questions.

It was agreed, -- That the document submitted by the Western Canadian Shippers' Coalition on May 6, 1996 be filed with the Clerk of the Committee as Exhibit 5900 T1 - 2.35 / C-14, 3 "15".

At 6:05 p.m., the sitting was suspended.

At 6:15 p.m., the sitting resumed.

The Honourable Senator Davey moved that Bill C-14, An Act to continue the National Transportation Agency as the Canadian Transportation Agency, to consolidate and revise the National Transportation Act, 1987 and the Railway Act and to amend or repeal other Acts as a consequence, be reported without amendment.

After debate, the question being put on the motion, it was adopted on division.

At 7:25 p.m., the Committee adjourned to the call of the Chair.
