The Standing Senate Committee on Transport and Communications met at 12:11 p.m. this day, the Deputy Chair, the Honourable Senator J. Michael Forrestall, presiding.
Members of the committee present: The Honourable Senators Adams, Atkins, Forrestall, Mercier and Spivak. (5)
In attendance: John Christopher, Research Officer, Research Branch, Library of Parliament; Bruce Carson, Senior Adviser; Michel Patrice, Legislative Clerk, Committees and Private Legislation Directorate.
Also in attendance: The official reporters of the Senate.
The committee proceeded to consider future business.
The Honourable Senator Spivak moved -- THAT the study of transportation safety and security referred to the committee by the Senate on October 2, 1996 be undertaken by a subcommittee of this committee; and
THAT the subcommittee consist of five members, three of whom shall constitute a quorum.
The question being put on the motion, it was adopted.
The Honourable Senator Mercier moved -- THAT the initial membership of the Subcommittee on Transportation Safety be as follows: the Honourable Senators Adams, Bacon, Forrestall, Mercier and Roberge; and
THAT substitutions in the membership be communicated to the clerk of the subcommittee.
The question being put on the motion, it was adopted.
The Honourable Senator Mercier moved -- THAT the study of transportation safety and security referred to the committee by the Senate on October 2, 1996 be referred for consideration and report pursuant to the Rules of the Senate to the Subcommittee on Transportation Safety.
The question being put on the motion, it was adopted.
The Honourable Senator Spivak moved -- THAT the following budget application for the Subcommittee on Transportation Safety be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:
SUMMARY OF EXPENDITURES
Professional and Other Services $102 600
Transportation and Communications $140 048
All Other Expenditures $10 700
TOTAL $253 348

Pursuant to the Order of Reference adopted by the Senate on Tuesday, December 3, 1996, the committee proceeded to consider Bill C-216, An Act to amend the Broadcasting Act (broadcasting policy).
On a point of order, the Honourable Senator MacDonald (Halifax) requested that the questions prepared by committee staff be put to the witnesses seriatim .
After debate, the Chair ruled that the Honourable Senator MacDonald (Halifax) put the questions to the witnesses seriatim on behalf of the committee.
The witnesses made a statement and answered questions.
It was agreed, -- THAT the presentation by Roger Gallaway, M.P., be filed with the clerk of the committee as Exhibit 5900 T1 -2.35 / C-216, 8,"2".
At 1:33 p.m., the committee adjourned to the call of the Chair.
