The Standing Senate Committee on Aboriginal Peoples met in camera, at 5:45 p.m., this day, in room 160-S, Centre Block, the Chairman, the Honourable Senator Watt, presiding.

Members of the committee present: Andreychuk, Austin, P.C., Chalifoux, Christensen, DeWare, Gill, Pearson, Sibbeston, St. Germain, P.C., Tkachuk and Watt (11).

Other senators present: The Honourable Senators Beaudoin, Comeau, Grafstein, Gustafson, Lawson, Sparrow and Wilson (7).

In attendance: From the Library of Parliament: Mary Hurley and Tonina Simeone; From the Senate Committees Directorate: Josée Thérien, Legislative Clerk.

Pursuant to the Order of Reference adopted by the Senate on Thursday, February 10, 2000, the committee began its examination of Bill C-9, An Act to give effect to the Nisga'a Final Agreement.

WITNESSES:

Andrew Beynon, Senior Counsel;

Tom Molloy, Chief Federal Negotiator.

After saying a few words about the committee's report entitled, "Forging New Relationships: Aboriginal Governance in Canada," the Chair, the Honourable Senator Watt, offered the committee his resignation.

The committee thanked the Honourable Senator Watt for his contribution as Chair of the committee.

The clerk of the committee presided over the election of the new Chair.

The Honourable Senator Pearson moved, -- That the Honourable Senator Austin be Chair of this committee.

The question being put on the motion, it was agreed.

The Honourable Senator Andreychuk moved, pursuant to the motion of February 8, 2000 and given that the committee had tabled its report on Aboriginal governance, -- That the Honourable Senator St. Germain resume his position as Deputy Chair of the committee.

The question being put on the motion, it was agreed.

The following budget was considered:

After debate, the Honourable Senator Chalifoux moved the adoption of the budget.

The question being put on the motion, it was agreed.

At 6:00 p.m., the committee invited the Honourable Robert Nault, Minister of Indian Affairs and Northern Development, who was in attendance, to appear at the table on Bill C-9, the Nisga'a Final Agreement Act.

At 6:02 p.m., the meeting was suspended to the call of the Chair.

At 6:15 p.m., the meeting resumed.

The Honourable Robert Nault made an opening statement and, together with Tom Molloy and Andrew Beynon, answered questions.

At 9:05 p.m., the committee adjourned.
