The Standing Senate Committee on Agriculture and Forestry met this day at 3:33 p.m. in Room 705, Victoria Building, the Chair, the Honourable Senator Leonard J. Gustafson, presiding.
Members of the committee present: The Honourable Senators Fairbairn, Ferretti Barth, Fitzpatrick, Gill, Gustafson, Hervieux-Payette, Oliver, Robichaud, Rossiter, Stratton and Wiebe (11).
In attendance: From the Research Branch of the Library of Parliament: June Dewetering, Research Officer.
Also present: The official reporters of the Senate.
APPEARING:
The Honourable David Collenette, P.C., M.P., Minister of Transport;
The Honourable Ralph E. Goodale, P.C., M.P., Minister responsible for Canadian Wheat Board and Minister of Natural Resources.
WITNESS:
Mr. Arthur Kroeger, O.C., Facilitator, 1999 Grain Transportation Consultations.
Pursuant to the Order of Reference adopted by the Senate on Monday, June 19, 2000, the committee proceeded to study the Bill C-34, An Act to amend the Canada Transportation Act.
The Honourable David Collenette made an opening statement and answered questions.
The Honourable Ralph E. Goodale made a statement and answered questions.
At 5:06 p.m. the committee was suspended.
At 5:16 p.m. the committee resumed its hearing.
Mr. Arthur Kroeger made a statement and answered questions.
It was agreed to proceed to clause-by-clause consideration of Bill C-34.
It was agreed that the title stand postponed.
It was agreed that clauses 1 to 21 be adopted.
It was agreed that the schedule be adopted.
It was agreed that the bill be adopted.
It was agreed that the Chair report this bill, as adopted at the next sitting of the senate.
The Honourable Senator Fitzpatrick moved, -- That the committee delegate to its subcommittee on Forestry the authority, pursuant to Section 32 of the Financial Administration Act, to commit funds relating to the study of the present state and future of forestry in Canada;
That the committee delegate to its subcommittee on Forestry the authority, pursuant to Section 34 of the Financial Administration Act and Guideline 3:05 of Appendix II of the Rules of the Senate, to certify accounts relating to the study of the present state and future of forestry in Canada as payable; and
That the committee's power to permit coverage by electronic media of meetings be conferred on the subcommittee.
The question being put on the motion, it was agreed.
At 6:06 p.m., the committee adjourned to the call of the Chair.
