The Standing Senate Committee on National Finance met at 5:50 p.m., this day, in room 705, Victoria Building, the Vice-Chair, the Honourable Senator Anne C. Cools, presiding.

Members of the committee present: The Honourable Senators Bolduc, Finnerty, Kinsella, Mahovlich and Stratton (6).

In attendance: Mr. Guy Beaumier, Research Officer, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Steve Hindle, President;

Sally Diehl, Research Officer.

From the Canadian Tax Payers Federation:

Walter Robinson, Federal Director.

Pursuant to the Order of Reference adopted by the Senate on February 22, 2000, the committee continued its examination of the Bill S-13, An Act to assist in the prevention of wrongdoing in the Public Service by establishing a framework for education on ethical practices in the workplace, for dealing with allegations of wrongdoing and for protecting whistleblowers.

The witnesses made their presentation and answered questions from members of the committee.

It was agreed, -- That the letter from Mr. Walter Robinson representing the Canadian Tax Payers Federation (See Appendix 5900-2.36/N1-S-13-7-"1") with the response from the President of Treasury Board the Honourable Marcel Massé (See Appendix 5900-2.36/N1-S-13-7-"2"), be printed as an appendix to this day's Minutes of Proceedings.

At 7:31 p.m., the committee adjourned to the call of the Chair.
