The Standing Senate Committee on Social Affairs, Science and Technology met this day in camera, in room 705, Victoria Building, at 3:45 p.m., the Chairman, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Callbeck, Carstairs, Cohen, Cook, Gill, Kirby, Keon, LeBreton, Pépin and Robertson (10).

Other senator present: The Honourable Douglas Roche (1).

In attendance: From the Research Branch of the Library of Parliament: Jack Stilborn and Odette Madore.

Pursuant to the Order of Reference adopted by the Senate on Thursday, December 16, 1999, the committee began its consideration of the special study on the state of the health care system in Canada.

The committee considered future business.

It was agreed -- That the committee concur in the following budget application for the purpose of its special study on the health care system in Canada, and that the Chairman submit the said budget to the Standing Commimttee on Internal Economy, Budgets and Administration for approval:

Professional and Special Services $ 9,500.00
Transportation and Communications --
Other Expenditures $ 500.00

TOTAL $ 10,000.00

It was agreed -- That the committee concur in the following budget application for the purpose of its consideration of such bills, subject matters of bills and estimates referred to it, and that the chairman submit the said budget to the Standing Commimttee on Internal Economy, Budgets and Administration for approval:

Professional and Special Services $ 2,500.00
Transportation and Communications 3,000.00
Other Expenditures $ 500.00

TOTAL $ 6,000.00

It was agreed -- That a work plan for a six phase study on the state of the health care system in Canada be adopted.

At 4:25 p.m., the committee adjourned to the call of the Chair.

The Standing Senate Committee on Social Affairs, Science and Technology met this day, in Room 705, Victoria Building, at 11:00 a.m., the Chairman, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Callbeck, Carstairs, Cook, Fairbairn, Kirby, Keon, LeBreton and Pépin (8).

Pursuant to the Order of Reference adopted by the Senate on Thursday, December 16, 1999, the committee continued its consideration of the special study on the state of the health care system in Canada, (for complete text of Order of Reference see proceedings of the committee, Issue No. 8.) and, pursuant to the Order of Reference adopted by the Senate on Thursday, November 25, 1999, the committee continued its consideration of the developments since the tabling in June 1995 of the final report of the Special Senate Committee on Euthanasia and Assisted Suicide, entitled, "Of Life and Death". (For complete text of Order of Reference see proceedings of the committee, Issue No. 2.)

The Chairman made a statement.

The Deputy Chairman made a statement.

Professor Deber made a statement.

Dr. McMurtry made a statement.

Dr. Jeans and Ms Sholzberg-Gray made a statement.

The witnesses answered questions.

The committee considered budgets for the special study on the state of the health care system in Canada, the special study on the developments since the tabling in June 1995 of the final report of the Special Senate Committee on Euthanasia and Assisted Suicide, entitled, "Of Life and Death", and for the examination and consideration of such bills, subject-matters of bills and estimates as are referred to it.

It was moved by Senator -- That the committee concur in the following budget application for the purpose of its special study on the health care system in Canada:

Professional and Special Services $ 30,000.00
Transportation and Communications $10,000.00
Other Expenditures $ 1,000.00

TOTAL $ 41,000.00

For Legislation:

Professional and Special Services $ 7,500.00
Transportation and Communications $ 5,500.00
Other Expenditures $ 500.00

TOTAL $ 13,500.00

and for the special study on the developments since the tabling in June 1995 of the final report of the Special Senate Committee on Euthanasia and Assisted Suicide, entitled, "Of Life and Death":

Professional and Special Services $ 1,350.00
Transportation and Communications $ 5,290.00
Other Expenditures $ 1,250.00

TOTAL $ 7,890.00

and that the Chairman submit the said budgets to the Standing Committee on Internal Economy, Budgets and Administration for approval.

The question being put on the motion, it was agreed.

At 1:25 p.m., the committee adjourned to the call of the Chairman.
