The Standing Senate Committee on Social Affairs, Science and Technology met this day, in room 505, Victoria Building, at 3:45 p.m., the Chairman, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Callbeck, Carstairs, Cohen, Cook, Fairbairn, Gill, Kirby, Keon, LeBreton and Robertson (10).

Other senator present: The Honourable Senator Roche (1).

Pursuant to the Order of Reference adopted by the Senate on Tuesday, April 4, 2000, the committee began its consideration of Bill C-13, An Act to establish the Canadian Institutes of Health Research, to repeal the Medical Research Council Act and to make consequential amendments to other Acts.

The Chairman made a statement.
