The Standing Senate Committee on Aboriginal Peoples met at 9:00 a.m., this day, in room 160-S, Centre Block, the Chair, the Honourable Senator Chalifoux, presiding.

Members of the committee present: The Honourable Senators Carney, P.C., Chalifoux, Christensen, Cochrane, Gill, Hubley, Johnson, Léger, Pearson and Sibbeston (10).

In attendance: From the Parliamentary Research Branch, Library of Parliament: Tonina Simeone and Mary Hurley.

Pursuant to the Order of Reference adopted by the Senate on December 17, 2001, the committee proceeded to study Bill C-37, An Act to facilitate the implementation of those provisions of first nations' claim settlements in the Provinces of Alberta and Saskatchewan that relate to the creation of reserves or the addition of land to existing reserves, and to make related amendments to the Manitoba Claim Settlements Implementation Act and the Saskatchewan Treaty Land Entitlement Act. (See Issue No. 11, Tuesday, February 5, 2002, for the full text of the Order of Reference.)

At 9:00 a.m., the Chair invited the committee to begin clause-by-clause consideration of Bill C-37.

The committee dispensed with clause-by-clause consideration of Bill C-37.

It was agreed, — That Bill C-37 be reported to the Senate without amendment.

Pursuant to the Order of Reference adopted by the Senate on Thursday, September 27, 2001, the Committee proceeded to its examination of issues affecting urban Aboriginal youth, in particular, access, provision and delivery of services, policy and jurisdictional issues, employment and education, access to economic opportunities, youth participation and empowerment, and other related matters. (See Issue No. 6, Tuesday, October 23, 2001, for the full text of the Order of Reference.)

All witnesses made opening statements and answered questions.

At 11:15 a.m., the committee considered future business in camera.

The committee proceeded to the consideration of a draft budget.

The Honourable Senator Sibbeston moved — That this committee concur in the following budget application for the purpose of its consideration of its examination of issues affecting urban Aboriginal youth in Canada, and — That the Chair submit the said budget to the Standing Committee on Internal Economy, Budgets and Administration for approval:

Professional and Other Services   $ 87,550
Transportation and Communications   $ 300,980
Other Expenditures   $ 11,000
TOTAL   $ 399,530

The question being put on the motion, it was agreed.

The Honourable Senator Sibbeston moved — That this committee concur in the following budget application for the purpose of its Legislation, and — That the Chair submit the said budget to the Standing Committee on Internal Economy, Budgets and Administration for approval:

Professional and other services   $ 9,200
Transportation and Communications   $ 5,500
Other expenditures   $ 500
TOTAL   $ 15,200

The question being put on the motion, it was agreed.
