The Standing Committee on Banking, Trade and Commerce met at 3:45 p.m. this day, in room 505, Victoria Building, the Chair, the Honourable Senator Kolber, presiding.

Members of the committee present: The Honourable Senators Callbeck, Fitzpatrick, Hervieux-Payette, P.C., Kolber, Kroft, Meighen, Poulin and Setlakwe (8).

Other senator present: The Honourable Senator Day (1).

In attendance: From the Parliamentary Research Branch, Library of Parliament, Economic Division: Mr. Alexandre Laurin, Research Officer and Mr. Marion Wrobel, Senior Analyst.

Also in attendance: The Official Reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, October 17, 2001, the committee began its examination of Bill S-31, An Act to implement agreements, conventions and protocols concluded between Canada and Slovenia, Ecuador, Venezuela, Peru, Senegal, the Czech Republic, the Slovak Republic and Germany for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income.

Mr. McCallum made a statement and with the witnesses from the Department of Finance answered questions.

It was agreed, - That the committee proceed with clause-by-clause consideration of Bill S-31.

The question being put on the motion, it was - Resolved in the affirmative.

It was agreed, - That the title stand postponed.

It was agreed, - That clause 1, the short title, stand postponed.

It was agreed, - That Part I, clauses 2 to 7 carry.

It was agreed, - That Part II, clauses 8 to 13 carry.

It was agreed, - That Part III, clauses 14 to 19 carry.

It was agreed, - That Part IV, clauses 20 to 25 carry.

It was agreed, - That Part V, clauses 26 to 31 carry.

It was agreed, - That Part VI, clauses 32 to 37 carry.

It was agreed, - That Part VII, clauses 38 to 43 carry.

It was agreed, - That Part VIII, clauses 44 to 47 carry.

It was agreed, - That Schedules 1 to 8 carry.

It was agreed, - That clause 1, the short title, carry.

It was agreed, - That the title carry.

It was agreed, - That the Bill carry.

It was agreed, - That Bill S-31 be reported to the Senate.

At 4:35 p.m., the committee adjourned to the call of the Chair.
