The Standing Senate Committee on Energy, the Environment, and Natural Resources met at 9:10 a.m. this day, in Room 160-S Centre Block, the Chair, the Honourable Nicholas W. Taylor, presiding.

Members of the committee present: The Honourable Senators Adams, Banks, Eyton, Finnerty, Kelleher, P.C., Kenny, Spivak, Taylor and Watt (9).

Other senators present: The Honourable Senators Nolin, Stollery, Wilson and De Bané, P.C. (4).

In attendance: From the Research Branch of the Library of Parliament, Lynne Myers, Research Officer.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on March 1st, 2001, the Committee proceeded to study Bill S-15. (See Issue No.1, Thursday, February 22, Tuesday, February 27 and Thursday, March 22, 2001, for full text of the Order of Reference.)

WITNESSES:

Andrew Lynk.

From the Region of Ottawa-Carleton, Health Department:

Robert Cushman, Medical Health Officer.

From the Toronto District School Board:

Ryan Hicks, Student Trustee.

From Toronto Public Health:

Sheela Basrur, Medical Officer of Health;

From the Ontario Medical Association:

Albert Schumacher, Past President;

Ted Boadway, Executive Director, Health Policy Department.

The witnesses made a presentation and answered questions.

The witnesses from the Ontario Medical Association submitted a brief.

The Honourable Senator Eyton moved - That Bill S-15 be amended in the preamble, by deleting the fourth, seventh, eight and ninth "WHEREAS."

After debate, the question being put on the amendment, it was defeated.

The Honourable Senator Spivak moved - That the committee dispense clause-by-clause consideration of Bill S-15 and report the bill without amendment.

At 11:42 a.m., the committee adjourned to the call of the Chair.
