The Standing Senate Committee on Legal and Constitutional Affairs met at 4:30 p.m. this day, in room 257-East Block, the Honourable Senator Beaudoin, Deputy Chair, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Beaudoin, Bryden, Cools, Fraser, Joyal, P.C., Milne, Moore, Pearson and Rivest (10).
Other senator present: The Honourable Senator Gauthier (1).
In attendance: From the Library of Parliament: Nancy Holmes, Researcher, Law and Government Division.
Also in attendance: The official reporters of the Senate.
Pursuant to the Order of Reference adopted by the Senate on Tuesday, November 20, 2001, the committee proceeded to study Bill S-32, An Act to amend the Official Languages Act (fostering of English and French). (For complete text of Order of Reference, see proceedings of the committee, Issue No. 23, February 6, 2002).
WITNESSES:

Brent D. Tyler, President;
Jacques Labbé, Chairman of the Political Action Committee;
Andrew Male, Political and Community Action Coordinator.
Mr. Tyler and Mr. Labbé made an opening statement. Together, all the witnesses answered questions.
At 4:45 p.m., the Honourable Senator Milne, Chair, took the Chair.
Pursuant to the Order of Reference adopted by the Senate on Monday, March 25, 2002, the committee proceeded to study a draft budget for its special study on implementation of statutory review provisions.
The Honourable Senator Fraser moved — That, the following budget application be approved for submission to the Standing Committee on Internal Economy, Budgets and Administration:

The question being put on the motion, it was adopted.
