The Standing Senate Committee on Social Affairs, Science and Technology met at 3:52 p.m, this day, in room 705 Victoria Building, the Chair, the Honourable Michael Kirby, presiding.

Members of the committee present: The Honourable Senators Cook, Cordy, Fairbairn, P.C., Keon, Kirby, LeBreton, Léger, Morin, Pépin and Robertson (10).

Other senator present: The Honourable Senator Rossiter (1).

In attendance: From the Research Branch of the Library of Parliament: Odette Madore and Howard Chodos

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Tuesday, February 4, 2003, the committee began its consideration of issues arising from, and developments since, the tabling of its final report on the state of the health care system in Canada in October 2002, in particular, issues concerning mental health and mental illness.

WITNESSES:

From Health Canada:

Ms. Pam Massad, Associate Director, Division of Childhood and Adolescence, Centre for Healthy Human Development, Population and Public Health Branch.

From the University of Toronto:

Dr. Joe Beitchman, Professor and Head, Division of Child Psychiatry, Department of Psychiatry; Psychiatrist-in- Chief, Hospital for Sick Children.

From the Centre hospitalier universitaire Mère-enfant Sainte-Justine:

Dr. Johanne Renaud, Child and Adolescent Psychiatrist; Young Investigator, Canadian Institutes of Health Research.

Pam Massad, Joe Beitchman and Johanne Renaud each made a presentation and answered questions.

At 5:55 p.m, the committee adjourned to the call of the Chair.

Charlotte Waddell, Howard Steiger, Simon Davidson and Diane Sacks each made a presentation and answered questions.
