The Standing Senate Committee on Foreign Affairs met in camera at 12:50 p.m. this day in room 505, Victoria Building, the Chair, the Honourable Peter A. Stollery, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Corbin, De Bané, P.C., Di Nino, Graham, P.C. and Stollery (6).

In attendance: From the Research Branch of the Library of Parliament, Peter Berg and Michael Holden, research officers, and Janna Jessee, trainee; from the office of the Honourable Peter A. Stollery: David Murphy; from the office of the Honourable Pat Carney: Tracy Bellefontaine.

Also in attendance: The official reporters of the Senate.

The committee resumed, pursuant to the Order of Reference adopted by the Senate on Thursday November 21, 2002 its examination of trade relations between Canada and United States of America and Canada and Mexico, with particular reference to: (a) the 1988 Free Trade Agreement; (b) the 1992 North American Free Trade Agreement; (c) ensuring secure access for Canadian products and services to the United States of America and Mexico; and (d) the development of effective dispute settlement mechanisms, within the context of Canada's economic relations with the countries of the Americas and the Doha Round of commercial negotiations of the World Trade Organization.

The committee discussed its upcoming trip in Western Canada from February 17 to 21, 2003.

It was agreed — That the committee will retain the services of Ian Parker as a media consultant.

It was agreed — That the committee approve the proposed legislative budget and that the Chairman submit that budget to the Board of Internal Economy, Budgets and Administration for its approval:

Professional and special services $ 1,750
Transportation and communication  $ 500
Other expenses  $ 500
TOTAL  $ 2,750

 At 12:58 p.m., the committee interrupted its deliberations.

At 1 p.m., the committee resumed public deliberations.
