The Standing Senate Committee on Foreign Affairs met this day at 6:17 p.m. in room 160-S of the Centre Block, the Chair, the Honourable Peter A. Stollery, presiding.

Members of the committee present: The Honourable Senators Austin, P.C., Carney, P.C., Corbin, Di Nino, Grafstein, Graham, P.C., Setlakwe and Stollery (8).

Other senator present: The Honourable Senator Mahovlich (1).

Also present: From the Parliamentary Research Branch of the Library of Parliament: Peter Berg and Michael Holden, Research Officers; from the office of the Honourable Peter A. Stollery: David Murphy; and from the office of the Honourable Pat Carney: Tracy Bellefontaine.

In attendance: The official senate reporters.

Pursuant to the Order of Reference passed by the Senate on Thursday November 21, 2002, the committee continued its examination of the Canada-United States of America trade relationship and of the Canada-Mexico trade relationship with special emphasis on: a) the 1988 Free Trade Agreement; b) the 1992 North American Free Trade Agreement; c) secure access to the United States of America and to Mexico for Canadian goods and services; and d) the development of effective dispute resolution mechanisms, in the context of Canada's economic relations with countries of the Americas and the World Trade Organization's Doha cycle of trade negotiations.

At 7:49 p.m., the committee suspended its proceedings.

At 8 p.m., the committee resumed sitting.

Mrs. Blenkhorn made a presentation and answered questions.

Mr. Lazar made a presentation and answered questions.

At 9:05 p.m., the committee adjourned to the call of the Chair.

At 5:14 p.m., the committee suspended its proceedings.

At 5:16 p.m., in accordance with rule 92(2)(e) the committee resumed its proceedings in camera.

Agreed — That the Clerk ask witnesses to limit their presentations to ten minutes.

The committee discussed the sequence of events for question period.

At 5:25 p.m., the committee adjourned to the call of the Chair.
