The Standing Senate Committee on Foreign Affairs met this day at 5:04 p.m. in room 160-S of the Centre Block, the Vice-Chairman, the Honourable Consiglio Di Nino, presiding.

Members of the committee present: The Honourable Senators Austin, P.C., Bolduc, Carney, P.C., Chaput, Corbin, Di Nino, Graham and Merchant (8).

Also present: From the Parliamentary Research Branch of the Library of Parliament: Peter Berg, Research Officer; from the office of the Honourable Peter A. Stollery: David Murphy; and from the office of the Honourable Pat Carney, P.C.: Tracy Bellefontaine.

In attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Thursday November 21, 2002, the committee continued its examination of the Canada-United States of America trade relationship and of the Canada-Mexico trade relationship, with special emphasis on: a) the 1988 Free Trade Agreement; b) the 1992 North American Free Trade Agreement; c) secure access for Canadian goods and services to the United States of America and Mexico; and d) the development of effective dispute resolution mechanisms, all in the context of Canada's economic relations with the countries of the Americas and the World Trade Organization's Doha Round of trade negotiations.

The Honourable Pat Carney, P.C., tabled the following report: ``Report to the Standing Senate Committee on Foreign Affairs on the PriceWaterhouseCoopers 16th Annual Global Forest Industry Conference.''

The Vice-Chairman acknowledged the presence of the Honourable John Stewart, former Chairman of the committee.

Mr. Deveau made a presentation and answered questions.

Mr. Adams made a presentation and answered questions.

Mr. Paton made a presentation and, along with Mr. Goffin, answered questions.

The Honourable Perrin Beatty made a presentation and answered questions.

At 6:30 p.m., the committee suspended its proceedings.

At 6:38 p.m., the committee resumed its proceedings.

At 7:19 p.m., the committee adjourned to the call of the Chair.
