The Standing Senate Committee on Foreign Affairs met this day at 5:03 p.m. in camera, in accordance with Standing Order 92(2)(f), in room 160-S of the Centre Block, the Chair, the Honourable Peter A. Stollery, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Austin, P.C., Bolduc, Corbin, Di Nino, Grafstein, Graham, P.C., Losier-Cool, Setlakwe and Stollery (10).
Also present: From the Research Branch of the Library of Parliament: Peter Berg, Research Officer.
In accordance with the Order of Reference adopted by the Senate on Thursday, November 21, 2002, the committee continued its examination of the Canada-United States of America trade relationship and the Canada-Mexico trade relationship, with particular emphasis on: (a) the 1998 Free Trade Agreement; (b) the 1992 North American Free Trade Agreement; (c) secure access for Canadian goods and services to the United States of America and Mexico; and (d) the development of effective dispute resolution mechanisms, all in the context of Canada's economic relations with countries of the Americas and the World Trade Organization's Doha round of trade negotiations.
The committee considered a draft report.
At 6:49 p.m., the committee adjourned to the call of the Chair.

It was agreed — That, given the general evacuation of the Centre Block following a fire alarm, the committee continue its examination outside.
At 4:30 p.m., the committee suspended its deliberations.
At 4:45 p.m., the committee continued its deliberations outside the Centre Block.
It was agreed — That the committee adopt its draft interim report on Canada's trade relationship with the United States of American and Mexico, subject to any corrections and observations made by members, as well as any changes relating to style, and that the Chairman table the report in the Senate.
At 16:45 p.m., the committee adjourned to the call of the Chair.

The Honourable Senator Austin moved — That the committee approve the proposed budget for its study on Canada's trade relations with the United States of America and between Canada and Mexico, and that the Chairman present this budget to the Standing Committee on Internal Economy, Budgets and Administration for its approval:
