The Standing Senate Committee on Transport and Communications met this day at 11:03 a.m., in room 256-S, Centre Block, the Chair, the Honourable Joan Fraser, presiding.

Members of the committee present: The Honourable Senators Day, Forrestall, Fraser, Graham, P.C., Gustafson, LaPierre, and Ringuette (7).

In attendance: Terrence Thomas and Joseph P. Dion, Research Officers, Parliamentary Research Branch, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, March 19, 2003, the Committee commenced consideration of the current state of Canadian media industries; emerging trends and developments in these industries; the media's role, rights, and responsibilities in Canadian society; and current and appropriate future policies relating thereto. The committee proceeded to consider the following draft budget application for the fiscal year ending March 31, 2003:

Professional and Other Services   

 $ 1,200

Transport and Communications   

 $ 200

All Other Expenditures   

 $ 3,000

Total   

 $ 4,400

The Honourable Senator Day moved that the draft budget application be adopted.

The question being put on the motion, it was adopted.

The committee proceeded to consider the following draft budget application for the fiscal year ending March 31, 2004:

Professional and Other Services   

 $ 126,100

Transport and Communications   

 $ 249,700

All Other Expenditures   

 $ 22,000

Total   

 $ 397,800

It was agreed that the draft budget application be amended as follows:

(1) by removing items relating to participation in conferences;

(2) by relabelling destinations to refer to provinces and regions; and

(3) by adding an amount, to be decided by agreement between the Chair and Deputy Chair but not to exceed $50,000, to allow for travel to St. John's.

The Honourable Senator LaPierre moved that the revised draft budget application be adopted.

The question being put on the motion, it was adopted.

Accordingly, the budget approved was as follows:

Professional and Other Services   

  $ 129,000

Transport and Communications   

  $ 282,750

All Other Expenditures   

 $ 23,500

Total   

 $ 435,250

The committee considered its business.

At 11:47 a.m., it was agreed that the committee adjourn to the call of the Chair.
