The Standing Senate Committee on National Finance met at 9:30 a.m., this day, in room 705, Victoria Building, the Chair, the Honourable Lowell Murray, P.C., presiding.

Members of the committee present: The Honourable Senators Comeau, Day, Doody, Ferretti Barth, Finnerty, Murray, P.C. and Ringuette (7).

In attendance: Mr. Guy Beaumier and Mr. Stephen Laurent, Research Officers, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Monday, March 22, 2004, the committee commenced its examination of Bill C-18, An Act respecting equalization and authorizing the Minister of Finance to make certain payments related to health.

APPEARING:

The Honourable John McKay, P.C., M.P., Parliamentary Secretary to the Minister of Finance.

WITNESSES:

From the Department of Finance:

Ms. Natasha Rascanin, Senior Chief, Federal-Provincial Relations Division;

Ms. Krista Campbell, Senior Policy Analyst, Federal-Provincial Relations Division;

Ms. Clare Scullion, General Counsel, General Legal Services.

It was agreed that the opening remarks of the Parliamentary Secretary be appended to the proceedings of this day.

Mr. McKay made a statement and, together with the other witnesses, answered questions.

It was agreed that the committee complete clause by clause consideration of Bill C-18.

It was agreed — That the title stand.

It was agreed — That clause 1 carry.

It was agreed — That clause 2 carry.

It was agreed — That clause 3 carry.

It was agreed — That clause 4 carry.

It was agreed — That clause 5 carry.

It was agreed — That clause 6 carry.

It was agreed — That clause 7 carry.

It was agreed — That clause 8 carry.

It was agreed — That the title carry.

It was agreed — That Bill C-18 be adopted without amendment.

It was agreed — That the Chair report Bill C-18 at the next sitting of the Senate.

At 10:10 a.m., the committee continued in camera, pursuant to rule 92(3), to consider a draft report.

Pursuant to the Order of Reference adopted by the Senate on February 26, 2004, the committee resumed its examination of the expenditures set out in the Estimates for the fiscal year ending March 31, 2005.

It was agreed — That, subject to changes requested by the members, the draft interim report be adopted and tabled in the Senate by the Chairman.

At 10:30 a.m., the committee adjourned to the call of the Chair.
