The Standing Senate Committee on Foreign Affairs met this day in camera at 3:30 p.m., pursuant to rule 92(2)(f) of the Senate, in room 256-S of the Centre Block, the Chair, the Honourable Senator Peter A. Stollery, presiding.
Members of the committee present: The Honourable Senators Andreychuk, Corbin, Di Nino, Graham, P.C., Phalen and Stollery (6).
Also present: From the Research Branch of the Library of Parliament: Peter Berg and Michael Holden, analysts.
Pursuant to the Order of Reference passed by the Senate on Tuesday February 10, 2004, the committee continued its examination of the Canada-United States of America trade relationship and the Canada-Mexico trade relationship, with particular emphasis on: a) the 1988 Free Trade Agreement; b) the 1992 North American Free Trade Agreement; c) secure access for Canadian goods and services to the United States of America and Mexico; and d) the development of effective dispute resolution mechanisms, all in the context of Canada's economic relations with the countries of the Americas and the World Trade Organization's Doha Round of trade negotiations.
The committee proceeded to consider a draft report.
It was agreed to send a memo to all members requesting that they forward their comments on the report to the committee analyst by 5 p.m. on Monday March 22, 2004.
At 4:09 p.m., the committee adjourned to the call of the Chair.

The committee resumed its consideration of a draft report.
It was agreed that the committee adopt an interim draft report on the Canada-Mexico trade relationship, subject to changes and observations made by members as well as to substantive amendments, and that the Chairman table the report to the Senate.
It was agreed to consider the possibility of having the report translated into Spanish.
At 5:26 p.m., the committee adjourned to the call of the Chair.

It was agreed that the committee approve the proposed budget for the Order of Reference passed by the Senate on February 10, 2004 and that the Chairman submit the following budget to the Standing Committee on Internal Economy, Budgets and Administration for approval.

Following a debate, the motion was agreed to.
