The Standing Senate Committee on Legal and Constitutional Affairs met this day, at 3:41 p.m., in room 257 East Block, the Chair, the Honourable George J. Furey, presiding.

Members of the committee present: The Honourable Senators Christensen, Furey, Joyal, P.C., Mercer, Nolin, Pearson, Rivest and Robichaud, P.C. (8).

In attendance: From the Library of Parliament: Margaret Young and Robin Mackay.

Also in attendance: The official reporters of the Senate.

Pursuant to the Order of Reference adopted by the Senate on Wednesday, May 5, 2004, the committee began its consideration of Bill C-15, to implement treaties and administrative arrangements on the international transfer of persons found guilty of criminal offences.

From the Department of Public Safety and Emergency Preparedness Canada:

Mary Campbell, Acting Director General, Corrections and Criminal Justice Directorate, Community Safety and Partnerships;

Normand Payette, Acting Director, Corrections Policy Division, Corrections and Criminal Justice Directorate, Community Safety and Partnerships.

From the Department of Justice Canada:

Michel Laprade, Senior Counsel, Legal Services, Correctional Service Canada.

Ms. Campbell and Mr. Payette made a presentation and together with Mr. Laprade, witnesses answered questions.

The Department of Public Safety and Emergency Preparedness Canada submitted a brief to the committee.

At 5:12 p.m., in accordance with rule 92(2)(e), the committee continued in camera to discuss future business of the committee.

At 5:28 p.m., the committee adjourned to the call of the Chair.

It was agreed, that the committee move to clause-by-clause consideration of Bill C-15.

It was agreed, that the title stand postponed.

It was agreed, that the short title stand postponed.

It was agreed, that clauses 2 to 10 carry.

It was agreed, that clauses 11 to 20 carry.

It was agreed, that clauses 21 to 30 carry.

It was agreed, that clauses 31 to 43 carry.

It was agreed, that clause 1, the short title carry.

It was agreed, that the title carry.

It was agreed, that the Chair report the bill, without amendment, at the next sitting of the Senate.

At 10:53 a.m., the committee adjourned to the call of the Chair.
