The Standing Senate Committee on Legal and Constitutional Affairs met this day at 4:00 p.m., in room 2, Victoria Building, the Chair, the Honourable Joan Fraser, Chair, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Baker, P.C., Bryden, Di Nino, Fraser, Jaffer, Joyal, P.C., Merchant, Milne, Oliver, Stratton and Watt (12).

Other senator present: The Honourable Senator Chaput (1).

In attendance: Sebastian Spano and Dominique Valiquet, Analysts, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, November 21, 2007, the committee began its consideration of Bill C-13, An Act to amend the Criminal Code (criminal procedure, language of the accused, sentencing and other amendments).

APPEARING:

At 5:24 p.m., the committee resumed.

The Honourable Senator Milne took the chair.

Graham Fraser made a statement and, with Johane Tremblay, answered questions.

At 6:24 p.m., the committee adjourned to the call of the chair.
