The Standing Senate Committee on Aboriginal Peoples met this day, at 8:15 a.m., in the Fairmont Winnipeg Hotel, in the Wellington Ballroom, the chair, the Honourable Gerry St. Germain, P.C., presiding.
Members of the committee present: The Honourable Senators Dyck, Raine, St. Germain, P.C., and Sibbeston (4).
In attendance: Shauna Troniak, Analyst, Parliamentary Information and Research Service, Library of Parliament, and Ceri Au, Communications Officer, Communications Directorate.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Wednesday, March 28, 2012, the committee continued its consideration on the evolving legal and political recognition of the collective identity and rights of the Métis in Canada. (For complete text of the order of reference, see proceedings of the committee, Issue No. 14.)

Paul Chartrand, Retired Professor of Law.
Ms Brockington made a statement and answered questions.
At 8:58 a.m., the committee suspended.
At 9:10 a.m., the committee resumed.
It was agreed that television coverage of the meeting be permitted.
Mr. David Chartrand made a statement and answered questions.
At 10:02 a.m., the committee suspended.
At 10:10 a.m., the committee resumed.
Ms. Sanderson and Mr. Ranville each made a statement and together answered questions.
At 10:52 a.m., the committee suspended.
At 11:02 a.m., the committee resumed.
The Honourable Senator Sibbeston moved:
That, in the event of the unavoidable absence of both the chair and deputy chair at any of the meetings of September 26, September 28 and October 1, 2012, any other senator present might chair the meeting.
The question being put on the motion, it was adopted.
Mr. Paul Chartrand made a statement and answered questions.
At 11:55 a.m., it was agreed that the committee adjourn to the call of the chair.
