The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, at 8:03 a.m., in room 9, Victoria Building, the chair, the Honourable Richard Neufeld, presiding.
Members of the committee present: The Honourable Senators Baker, P.C., Brown, Johnson, Lang, Massicotte, Mitchell, Neufeld, Patterson, Ringuette, Seidman and Wallace (11).
In attendance: Marc LeBlanc and Sam Banks, Analysts, Parliamentary Information and Research Service, Library of Parliament.
Also in attendance: The official reporters of the Senate.
Pursuant to the order of reference adopted by the Senate on Tuesday, October 30, 2012, the committee began its examination of the subject-matter of those elements contained in Divisions 4, 18 and 21 of Part 4 of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.

Steve Mongrain, Senior Policy Advisor, Policy Development Sector.
Fisheries and Oceans Canada:
Kevin Stringer, Assistant Deputy Minister, Ecosystems and Oceans Science Sector;
Jeff MacDonald, Director General, Legislative and Intergovernmental Affairs.
Transport Canada:
Nathan Gorall, Director General, Navigable Waters Protection Task Force;
Ekaterina Ohandjanian, Legal Counsel.
The chair made an opening statement.
Mr. Stringer, Mr. Gorall and Mr. McCauley each made a statement and, together with Mr. Mongrain and Ms. Ohandjanian, answered questions.
At 9:58 a.m., the committee adjourned to the call of the chair.
