The Standing Senate Committee on Energy, the Environment and Natural Resources met this day, at 5:13 p.m., in room 257, East Block, the chair, the Honourable Richard Neufeld, presiding.

Members of the committee present: The Honourable Senators Baker, P.C., Brown, Johnson, Lang, Massicotte, Mitchell, Neufeld, Ogilvie, Patterson, Ringuette, Sibbeston and Wallace (12).

In attendance: Marc LeBlanc and Sam Banks, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, October 30, 2012, the committee continued its examination of the subject-matter of those elements contained in Divisions 4, 18 and 21 of Part 4 of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures. (For complete text of the order of reference, see proceedings of the committee, Issue No. 30.)

Tony Maas, Director, Freshwater Program (by video conference).

The chair made an opening statement.

Mr. Maas, Ms. Forbes and Mr. Labistour each made a statement and answered questions.

At 6:53 p.m., the committee adjourned to the call of the chair.
