The Standing Senate Committee on National Finance met this day, at 10 a.m., in room 2, Victoria Building, the chair, the Honourable Joseph A. Day, presiding.

Members of the committee present: The Honourable Senators Bellemare, Buth, Callbeck, Chaput, Day, De Bané, P.C., Finley, Gerstein, Hervieux-Payette, P.C., McInnis, Nancy Ruth, Runciman and Smith (Saurel) (12).

In attendance: Sylvain Fleury and Édison Roy-César, Analysts, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Tuesday, October 30, 2012, the committee began its examination of the subject-matter of Bill C-45, A second Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.

APPEARING:

The Honourable Ted Menzies, P.C., M.P., Minister of State (Finance).

WITNESSES:

Department of Finance Canada:

Ted Cook, Senior Legislative Chief;

Shawn Porter, Director, Tax Legislation;

Ian Pomroy, Senior Tax Policy Officer, Social Tax Policy;

Geoff Trueman, Director, Business Income Tax.

Treasury Board of Canada Secretariat:

Kim Gowing, Director, Pensions and Benefits Sector.

The Honourable Ted Menzies, P.C., M.P., made a statement and, together with Mr. Trueman, Mr. Cook and Ms. Gowing, answered questions.

At 11 a.m., the committee suspended.

At 11:03 a.m., the committee resumed.

Mr. Cook made a statement and, together with Mr. Porter, Mr. Pomroy and Mr. Trueman, answered questions.

At 11:34 p.m., the committee adjourned to the call of the chair.
