The Standing Senate Committee on Human Rights met this day, at 4:08 p.m., in room 257, East Block, the chair, the Honourable Mobina S. B. Jaffer, presiding.

Members of the committee present: The Honourable Senators Andreychuk, Ataullahjan, Brazeau, Hubley, Jaffer, Martin and Nancy Ruth (7).

In attendance: Julian Walker, Analyst, Parliamentary Information and Research Service, Library of Parliament.

Also in attendance: The official reporters of the Senate.

Pursuant to the order of reference adopted by the Senate on Wednesday, June 22, 2011, the committee continued its examination of issues relating to human rights and, inter alia, to review the machinery of government dealing with Canada's international and national human rights obligations. (Federal programs supporting sports and recreational activities for children and youth with disabilities) (For complete text of the order of reference, see proceedings of the committee, Issue No. 1.)

Akiko Ito, Chief, Secretariat for the Convention on the Rights of Persons with Disabilities (by video conference).

Office of the High Commissioner for Human Rights:

James Turpin, Human Rights Officer (by video conference).

Canadian Human Rights Commission:

Karen Mosher, Secretary General;

Harvey Goldberg, Team Leader, Strategic Initiatives;

Philippe Dufresne, General Counsel, Litigation Services Division.

As an individual:

The Honourable Vim Kochhar, former senator.

Government of Alberta:

Roger Kramers, Director, Sport Development Branch, Ministry of Tourism, Parks and Recreation (by video conference);

Steven Patrick, Consultant, Sport Development Branch, Ministry of Tourism, Parks and Recreation (by video conference).

Ms. Ito made a statement and, together with Mr. Turpin, answered questions.

At 4:34 p.m., the committee suspended.

At 4:36 p.m., the committee resumed.

Ms. Mosher made a statement and, together with Mr. Goldberg, answered questions.

At 5 p.m., the committee suspended.

At 5:05 p.m., the committee resumed.

The Honourable Vim Kochhar made a presentation and answered questions.

It was agreed that senators' staff be permitted to remain in the room for the in camera meeting.

It was agreed that the Honourable Vim Kochhar be permitted to remain in the room for the in camera meeting.

At 5:35 p.m., the committee, pursuant to rule 92(2)(f), considered a draft report.

At 5:49 p.m., the committee suspended.

At 6:06 p.m., the committee resumed.

Messrs. Kramers and Patrick each made a statement and, together, answered questions.

At 6:36 p.m., the committee adjourned to the call of the chair.
